In 1986, Joanne Cochran, Keystone Health’s President and CEO, co-founded the center to provide health care to the migrant agricultural workers in Franklin County. At that time Keystone was comprised of three volunteers providing part-time seasonal health care to migrant agricultural workers in Franklin County and saw 500 patients during its first season. Today, Keystone Health has more than 530 employees and sees over 56,000 patients annually.

Keystone Health is the only federally-qualified Community Health Center serving Franklin County, and is comprised of 20 primary care services, including family medicine, women’s care, behavioral health, dental (including pediatric dental services), internal medicine, infectious disease, HIV/STD services and family planning, agricultural workers, foot and ankle, audiology and speech, pediatric occupational therapy, urgent care, pediatrics, crisis intervention services, chiropractic, and a pharmacy.  Keystone Health has offices in Chambersburg and Waynesboro.
